Water Quality Objectives Update Amendment
Below is the Public Notice for the workshops on the scope of the proposed Water Quality Objectives Update Amendment currently being developed by staff from the North Coast Regional Water Quality Control Board. The first workshop will be held at the Regional Water Board's regularly scheduled November 3, 2011 meeting in Santa Rosa. The second workshop will be held on November 8, 2011 in Weaverville.
The Staff Report and proposed Basin Plan amendment language will be released in early November. Once the document is released, a Notice of Availability announcing the opening of the public comment period for these documents will be announced.

Amendment to the Water Quality Control Plan
for the North Coast
to Update Water Quality Objectives
NOTICE IS HEREBY GIVEN that North Coast Regional Water Quality Control Board (Regional Water Board) staff will conduct public workshops at the regularly scheduled Regional Water Board meeting on November 3, 2011 in Santa Rosa, CA and on November 8, 2011 in Weaverville, CA. The purpose of these workshops is to facilitate early public and Board involvement in the proposed amendment to the Water Quality Control Plan for the North Coast Region (Basin Plan) to Update Water Quality Objectives (WQO Update Amendment). A quorum of Regional Water Board members will be present at the November 3, 2011 workshop and may be present at the November 8, 2011 workshop. No action will be taken by the Regional Water Board at these workshops.
Background
The proposed WQO Update Amendment includes a number of actions relative to updating water quality objectives for both surface and groundwater in the North Coast Region. These updates are proposed for both Section 3 (Water Quality Objectives) and Section 4 (Implementation) of the Basin Plan. The development of such an amendment to the Basin Plan has been identified as a high priority by the Regional Water Board since 2004.

LEGAL BASIS FOR ACTION: California Water Code §13240 authorizes the
Regional Water Board to revise the Basin Plan as needed. These
revisions must be in accordance with the notice and hearing requirements
of California Water Code §13244, 23 CCR §377, and 40 CFR §25.5. This
amendment will not alter any regulatory element of the Basin Plan, and
therefore can be submitted as a “Change Without Regulatory Effect”
(1 CCR §100). The amendment has no potential for any direct or indirect
change to the environment.
