Sonoma County Water News

Sonoma County Water Agency
NEWS Update
January 2012

Bring on the rain!
The weather forecast for next week includes rain! Water Agency officials are cautiously optimistic that next week's rainfall will help keep tributaries to the Russian River flowing. Water supply levels at Lake Sonoma and Lake Mendocino, our two primary water supply reservoirs, are approximately 80 percent of water supply capacity. Both Lake Sonoma and Lake Mendocino rely primarily on rainfall to fill. Lake Sonoma is large enough to store a few years worth of rainfall, but Lake Mendocino is about one third the size of Lake Sonoma and highly dependent on year-by-year rainfall to fill.

Math Education at Sonoma County Schools

Math Education Gets Extreme
Makeover in Regional Schools

By Jean Wasp
Does math education need an extreme makeover?

Just ask Education Professor Kathy Morris from Sonoma State University.

Morris is looking at a "fabulous opportunity" to provide better and far more coherent mathematics education, thanks to a recent $250,000 grant from the California Postsecondary Education Commission (now part of the California Department of Education).

She is guiding a team of K-12 teacher leaders from five northern California counties as they learn to support teachers in their region with the implementation of the new Common Core Standards. The next weekend teacher leader training is Jan. 13-14.

SMART Train Opponents vs. Supporters

SMART Train UPDATE

Just so you know -  I haven't heard from the ANTI-SMART Train people, so what you see here is the PRO SMART Train people who have submitted material. - Vesta

Dear Editor:

Critics insist on spreading half truths and outright falsehoods about the SMART Train and Pathway project in a misguided effort to stop it. With the deck stacked against new taxes by having to jump through a two-thirds threshold, the critics seem to be upset because they may not be allowed to have a tiny minority make all of us go through an expensive election all over again.  That’s not democracy, that’s minority rule.

Sonoma County Septic Regulations AB 885 Update

UPDATE: AB 885

Septics, AB 885, and Total Daily Maximum Loads (TMDLs)

Now that a new year has begun, some of you may be wondering where things stand with new proposed septic regulations that are likely to have a major impact on our Russian River community.

AB 885 was authorized by the State Legislature in 2000 and called for the establishment of more stringent regulations on septics, especially on those located near impaired water bodies (i.e.: containing excessive pathogens and nutrients).

Dutra Asphalt Plant wins vs. Save Schollenberger Park supporters

Judge Chouteau Buys County’s Arguments
Dutra Asphalt Factory Approval Upheld by Court

We are very disappointed by Judge Chouteau’s failure to find in favor of our community coalition¹s legal challenge to protect Shollenberger Park, the Petaluma  River and our community’s health and economy.  Judge Chouteau has  rejected our plea to preserve the gateway to Sonoma County from blight  and protect the people of Petaluma from Dutra¹s industrial pollution.

Sonoma County - National Geographic Best of 2012

Best of the World 2012
National Geographic rates Sonoma County in Top 10
(reprinted from National Geographic web site - see link below)

American as Apple Pie
“I’ve been to Napa and Sonoma,” you hear people say, as if they were one and the same. Sure, Sonoma’s 300-plus wineries, like those of vine-centric Napa, offer peak wine tasting, from Ravenswood’s deep Zinfandels to Gloria Ferrer’s sophisticated sparklers. But if you’ve visited only the county’s wineries, come back to sample the astounding diversity that makes Sonoma one of America’s travel treasures.

Guerneville Homeless Shelter Community Meeting

Seeking Consensus
Guerneveille Reaches Out to Residents
about a Community Homeless Shelter

By Sylvia WynnLindeman

On November 3rd, the River Area Shelter and Downtown (RASAD) Task Group hosted a community-wide meeting to discuss a year-round homeless shelter for Guerneville.

Charged with the tasks of recommending a workable site, an appropriate service delivery model, and “standards of (public) behavior”, the RASAD was created in July of 2010 by the Community Development Commission (CDC ) after Efren Carrillo and the County Administrator asked for a workable solution to homelessness along the lower river.   A diverse group itself, the RASAD has worked hard to overcome the cacophony of differing opinions while engaging the community in its deliberation process.

Sonoma County Supervisor Efren Carrillo - Our County 11-11

Energy Efficiency Rebates - The Sonoma County Energy Independence Program (SCEIP), and the Regional Climate Protection Authority, in partnership with Energy Upgrade California™ in Sonoma County, have increased local incentives now offering homeowners up to 100-percent rebate for Energy Analysis services. In addition, rebates up to $6,000 are now available for home energy efficiency upgrades completed through the Whole House Upgrade program.

A Home Energy Analysis includes a customized evaluation of the home’s energy use and identifies specific opportunities to minimize energy waste, and improve comfort, many of which are eligible for further rebates and financing. This is an expansion of the current Energy Analysis rebate offered by SCEIP. Any Sonoma County homeowner may choose to have an analysis performed on their home. Immediate plans for energy efficiency improvements are not required.

An additional $1,000 flat-rate rebate brings the total rebate for the Energy Upgrade Basic Package projects to $2,000. An additional $2,000 flat-rate rebate for Advanced Package projects means a homeowner can now get up to $6,000 in rebates.

Both incentive programs are limited-time offers, available on a first-come/first-served basis while funds last. Funding for this program is made available through the American Recovery and Reinvestment Act (ARRA). For more information on these rebates, how to contact a Participating Contractor or HERS II Rater, or Energy Upgrade California™ in Sonoma County, call (707) 565-6470 or visit www.EnergyUpgradeSonoma.org

Ours to Protect - People who float or paddle the Russian River are often amazed at how quickly “civilization” seems to disappear. Whether they hop into a canoe at Burke’s in Forestville, a kayak in Alexander Valley rented from River’s Edge or an inner tube that they launch at Steelhead Beach, paddlers can go for long stretches without encountering other humans. Unfortunately, because they don’t see signs of habitation, some people assume that conveniences like restrooms or trash cans don’t exist along the river. While it’s unclear the impact that recreation use has on river water quality, even one person using the river as a toilet or trash can is one too many.

Late last spring, Don McEnhill, the Russian RiverKeeper and I convened a meeting of river outfitters and public agencies to develop a campaign targeted to recreational users. We identified existing restrooms along the river (surprisingly, there were more than we thought!) and determined that we needed two things: directional signs visible to people using the river indicating locations of restrooms and trash cans and an updated map of the river.

The RiverKeeper worked with Sonoma County Water Agency and Sonoma County Regional Parks over the summer on both tasks. In August signs were erected at several points along the river, from Mendocino County to Casini Ranch, at beaches where restrooms are available. Signs were posted at all public beaches and at many private locations, thanks to the generosity of landowners, including Alexander Valley Campground, River’s Edge Kayak & Canoe Trips, Burke’s Canoes, Johnson’s Beach, Vacation Beach and Casini Ranch. These landowners also agreed to allow river users access to restrooms and trash and recycling.

The sign design and template was provided by the City of Santa Rosa, who has posted similar signs at creek crossings throughout the city. The sign features an egret, butterfly, fish and a river/creek, with the words “Ours to Protect”. Smaller signs indicate the location and include symbols for restrooms and trash. The signs are being removed for the winter and will be  re-posted late in the spring of 2012.

A brochure featuring an updated river map with access points and restroom locations has been designed by the Water Agency and Regional Parks. It will be printed this winter, with funding from several agencies and private donations. The map will also be available for downloading on the Regional Parks website.

Tourists flock to Sonoma County to use the Russian River. Let’s make sure they understand their role as stewards of this precious resource.

I wish you and yours a Happy Thanksgiving…all of us living in Sonoma County have much to be thankful for – and in these difficult times, Thanksgiving is an opportunity to reflect on the good things in our lives that are sometimes all too easy to forget…like the beautiful Russian River and our incredible coast.

State Wide Septic System Regulations Meeting

November 2nd - Public meeting
with State Water Resources Control Board
AB 885 – Statewide Septic System Regulations

In response to AB 885 (2000), the State Water Resources Control Board has finally issued a new public review draft policy for statewide regulation of Onsite Wastewater Treatment Systems (OWTS, commonly referred to as septic systems). The draft policy is very different from earlier versions and better in many respects. Among other things it allows local agencies to develop their own regulatory program to address local conditions and needs. It imposes performance criteria on owners of existing OWTS within 600 feet of an “impaired” waterway, but the policy puts the Regional Water Boards, not the County, in the enforcement role for those requirements.

Russian River Estuary Project Receives Grant

National Fish and Wildlife Foundation Grant
Received for Russian River Estuary Study

The Sonoma County Water Agency (Water Agency) in cooperation with the University of California Cooperative Extension (UCCE) has received a $59,760.00 grant from the Board of Directors of the National Fish and Wildlife Foundation (Foundation) to support research and assessment of federally listed coho salmon, steelhead and Chinook salmon in the Russian River watershed. Specifically, the grant will fund the placement of equipment to track fish implanted with passive integrated transponder tags – small electronic devices used to identify individual fish – as they enter the Russian River estuary. The work is part of a larger effort to monitor survival, growth and habitat selection as fish move through the estuary. The data gathered from the tags will help define the role of the Russian River estuary in shaping native salmonid populations.

Occupy Santa Rosa - First Week

Occupy Santa Rosa’s First Week
Contrasts with Wall Street’s Moral Principle
By Shepherd Bliss

The inspiring grand opening of Occupy Santa Rosa on Oct. 15 was a great success. I was energized from the moment I saw and felt the surprisingly large crowd, which turned out to be some 3000 around City Hall.

Many aspects of that historic occasion were impressive. People were genuinely joyous to be together, as well as angry at the 1% who rule the United States, extracting their excessive wealth from the labor of the rest of us and the Earth’s natural resources. Yes, it is a class conflict, started by the 1%, which the 99% is finally mobilizing to struggle against. This has been building for a long time—locally, nationally, and internationally.

Dissent IS patriotic - Occupy Wall Street!

Sonoma County is coming out in support of Occupy Wall Street. Activists are taking time to occupy downtown Santa Rosa in an effort to support this world-wide movement to bring awareness to the destruction caused by greed and an imbalance in the income tax structure of our country.

The November edition of the Gazette will feature an Op-Ed by a Sonoma County resident who spends a fair amount of his time trying to bring awareness to issues that impact our lives and environment. below are photos of some of our friends who have participated in demonstrations and movements to raise awareness from political to environmental issues since the movement started back in the sixties.

THANK YOU everyone who has the time and takes the time. We have changed the world more than once through peaceful demonstrations.
